Commercial General Contractor in Gresham, OR
Gresham is home. Modern Northwest’s office is on NE Portal Way, inside Gresham city limits, and we build commercial projects across Gresham, Troutdale, Fairview and the rest of East Multnomah County.
Most contractors list Gresham on a service-area map. We drive to work here. Our address reads Portland 97230 because that is what the Postal Service uses for this part of NE Portal Way, but the building is inside Gresham, and that is why Google shows us as a Gresham general contractor. When your project is in East County, the walkthrough is down the road, not across the metro.
We are a commercial general contractor, not a broker. One project manager runs your job from walkthrough to final inspection and brings in the trades. That covers tenant improvements, remodels and change-of-use conversions, multifamily, healthcare, retail and light industrial. See our full commercial construction services.
Our work in East Multnomah County
Both of these are in Troutdale, the next city east. We will not claim a Gresham job we have not built: as of November 2026 our project records show none inside Gresham city limits, so we list what is real.

- Cherry Park, Troutdale. 1323 SW Cherry Park Rd. An 80-unit adult care facility remodeled into affordable apartments, November 2024 to April 2025. See the project.
- Diplomat Motors, Troutdale. 3265 SW Sundial Ave. A car dealership remodel, May to July 2024. See the project.
Getting a commercial permit in Gresham
Inside Gresham city limits, commercial work is permitted by the City of Gresham. The project goes in through the city’s online permit system and is assigned to a plans examiner. City staff may ask for a submittal conference, and plan review fees are collected before review starts, so budget for them at the front of the job, not the end.
Plan review in Gresham is not one desk. Building, electrical, plumbing and mechanical are reviewed alongside the public facilities: streets, water, sewer, storm, parks and fire. System development charges are calculated during review, and on a change of use or new building they can be a real line in the budget. That is why we look at the utility connections and frontage during preconstruction instead of waiting for the comments.
Once the plans are approved, one stamped set stays on the job site, inspections run through every phase, and the city issues a certificate of occupancy after the final inspections pass. No certificate, no move-in, so we plan the finish date around the final inspections, not around the last coat of paint.
Troutdale, Fairview and Wood Village
East County is several small cities side by side, and the line between them is not always obvious from the street. Troutdale runs its own Building Division and issues residential and commercial permits through its own online portal, with City of Gresham staff supporting several types of plan review and inspections. Fairview and Wood Village sit between the two. We confirm which city your parcel is in before anything is drawn, because the city decides the portal, the fees and the review queue.
Permit facts on this page verified from greshamoregon.gov and troutdaleoregon.gov in November 2026. Processes change, so we confirm yours at the walkthrough.
