Commercial General Contractor in Hillsboro, Oregon
Modern Northwest is a commercial general contractor in Hillsboro, Oregon, with finished work on Cornelius Pass Road: a 5,618 square foot family medicine clinic, new lobbies in two office towers and a spec suite built before the tenant arrived. We are licensed in Oregon, CCB #198582, and build across Washington County.
Hillsboro has a bit of everything: office towers and clinics around Orenco, industrial and tech campuses, and new neighborhoods in South Hillsboro. Most of our work here has been inside buildings that already stand, for the tenant moving in and for the owner who wants the building ready to lease.
We run Hillsboro jobs from our office at 19140 NE Portal Way, and one project manager runs your job from the first walkthrough to final inspection. See all of our commercial construction services, the Oregon service area, or our Beaverton and Washington County page for the rest of the county.

Commercial permits in Hillsboro
Inside Hillsboro city limits, commercial work is permitted by the City of Hillsboro through OpenHillsboro, the Development and Permit Center the city launched on July 20, 2026. Building, fire, trade, sign and land use applications all run through one online platform. Applications are submitted, paid and tracked in the city permit portal, plans and corrections go through ProjectDox, and inspections are booked through the online scheduler.
Permit staff take questions Monday through Friday, 8 AM to 5 PM, by email, by phone at 503-681-6153, or in person on the fourth floor of the Hillsboro Civic Center at 150 E Main Street, with no appointment needed. One rule we plan around: a building permit application expires if no permit is issued within 180 days, so a slow correction round has a real cost.
Fees and utilities to budget early
The city fee schedule lists system development charges for parks, sewer, surface water and transportation. They mostly apply to new buildings, additions and changes of use, and on a clinic or restaurant moving into a former office they can be a real line in the budget. Sewer and storm service in urban Washington County runs through Clean Water Services, so its review sits next to the city's on site work.
One more Hillsboro note for owners: the City Council enacted a 120-day moratorium on new land use submittals for data centers and battery energy storage systems. It does not affect ordinary tenant improvements or office and clinic work.
Permit facts on this page come from the City of Hillsboro website, checked November 2026. Processes change, so we confirm yours with the city.

Who issues commercial building permits in Hillsboro?
The City of Hillsboro, through OpenHillsboro, its Development and Permit Center. Applications go through the city permit portal, plans and revisions are uploaded through ProjectDox, and inspections are booked online. The Permit Center is on the fourth floor of the Hillsboro Civic Center at 150 E Main Street.
Did Hillsboro change how permits are submitted?
Yes. The city launched OpenHillsboro on July 20, 2026. Building, fire, trade, sign and land use applications now run through one online platform where you submit, pay and track the permit.
What fees should a new Hillsboro building plan for?
Beyond the permit and plan review fees, the city fee schedule lists system development charges for parks, sewer, surface water and transportation. They mostly hit new buildings, additions and changes of use, so we put them in the budget before design is final.
