Commercial General Contractor in Tigard and Tualatin, Oregon
Modern Northwest is a commercial general contractor for Tigard and Tualatin, with finished work in both: a preschool built inside a retail suite on SW Pacific Highway in Tigard, and site, storm and landscaping work at an industrial park in Tualatin. We are licensed in Oregon, CCB #198582, and serve all of Washington County.
Tigard and Tualatin sit next to each other along I-5 and Highway 99W, and they look alike from the freeway: shopping centers, office parks and industrial land. But they are two cities with two building departments, two online permit systems and different rules for who reviews what. A job that is routine in one can take an extra step in the other.
We run Tigard and Tualatin jobs from our office at 19140 NE Portal Way, and one project manager runs your job from the first walkthrough to final inspection. See all of our commercial construction services, the Oregon service area, or our Beaverton and Washington County page.
Our work in Tigard and Tualatin
Both jobs below have a Tigard or Tualatin street address in our project records.

- Ivybrook Academy, Tigard. SW Pacific Highway. A suite in a retail center turned into a preschool: classrooms, an indoor play hall with a turf floor, and exit doors out to a fenced yard. On site January 2026, finished April 2026. See the project.
- Tri County Industrial, Building 17, Tualatin. SW 108th Avenue. Site and storm work and landscaping for erosion control and water mitigation on an industrial lot, run as construction manager at risk, November to December 2025.
Commercial permits in Tigard
Inside Tigard city limits, commercial work is permitted by the City of Tigard Permit Center at 13125 SW Hall Boulevard, a one-stop counter staffed by the city Building, Engineering and Planning divisions. The city has moved permitting, planning and licensing to a new online system, the Community Development Hub, and asks that all building permit applications go through it.
The Permit Center is open Monday through Thursday, 8 AM to 6 PM. Building inspections run Monday through Friday, 8 AM to 3:30 PM, and the city allows construction activity from 7 AM to 8 PM, which matters when a shopping center job has to work around open stores.
Commercial permits in Tualatin
In Tualatin, the Building Division takes applications online through eTrakit, where you can also read review notes as they come in, download approved plans and book inspections. Each company gets one shared account. The city lists 6 to 8 weeks for a commercial permit, including the sub-permits that are part of a complete project, and 2 to 3 weeks for revisions.
Two Tualatin details we plan around. First, electrical permits and electrical plan review are contracted to Washington County, so the electrical side runs on its own track. Second, the city asks you to start with its Planning Division, which identifies the other permits a job needs: a Clean Water Services Service Provider letter, Tualatin Valley Fire & Rescue review, or a Public Works permit for new water, sewer or storm connections. On an industrial lot like Tri County, the storm and erosion side is a big part of that list.
Permit facts on this page come from the City of Tigard and City of Tualatin websites, checked November 2026. Processes change, so we confirm yours with the city.
